No, this isn't a "clickbait" headline. This story is all too true and saddening.
The United States Fish & Wildlife Service (US FWS) appears to be proceeding with a plan to hunt & kill up to 500,000 barred owls. A resolution to halt the plan was brought forth recently by Senator John Kennedy (LA), but it overwhelmingly failed (25-72).
